My degree is in computer programming, so I understand the logic. Now, having a degree in computer programming, I have to ask, why would you come to strangers to clarify the parameters of your assignment? You should always go to the people who know the processes at the specific location.

I can guess at the answers, but they would only be guesses. For instance, I can tell you there is no logical reason why one set of coders is onsite and one is offsite. The real answer, in your specific case, may be that there isn't enough room for all the coders to be onsite. Or that the offsite coders are independent contractors and the onsite ones are employees.
