Non-emergency transportation can be as simple as a ride in a car to as complicated as an air ambulance transfer.

Most, but not all, insurance products provide reimbursement for emergency ambulance service. I've run into a few over the years where the subscriber didn't buy the high enough level of coverage.

Insurance coverage for non-emergency transportation varies widely between insurance products. Here in Pennsylvania, most of the managed care products require pre-authorization and will usually only authorize participating providers. Traditional Medicare requires a Physician's Medical Necessity Certification (PMNC) for non-emergency ambulance. Pickup and destination location also determine coverage.

If you provide billing services to client that perform non-emergency transportation, I believe you must educate them on the proper procedures. Otherwise, they may be doing alot of work for free.
